Publicize – How do I get it (or, why is it not on my installation???)

I’m just hitting a mental brick wall. I cannot seem to be able to do the simplest thing (lol) I’m trying to find Publicize on my blog (self-hosted, running 3.4.1) so I can get my content to populate 2 Facebook Pages, 1 Twitter account, and 1 LinkedIN account but I fail at the first step:
1) Find Publicize – Can’t do it.
Can you help me (in other words, can you cure my ignorance please)
