Publicize option missing

  I have recently post a new article, however i noticed the twitter ‘sharing’ option was missing form the post edit option. Looking into the sharing options page on ‘my site’, i see the publicize choices are now all grey out. I haven’t been told this is no longer an option…is it? If so, why has it changed.
