  I am wanting to publish the website so that everyone can see it

  Hi there,
  Provided you are logged in as Admin under the exact same username account that registered the site, to change blog visibility to Public go to > Settings > Reading scroll to Blog Visibility and choose option 1. See the guide here http://en.support.wordpress.com/settings/privacy-settings

  Here is the Reading Settings page link http://monthofphotography.wordpress.com/wp-admin/options-reading.php Make sure you click “Save Changes” after you change the blog visibility setting to Public.
