published doc does not update

    publishing a google doc (sheets)
    have been updating it daily
    made a change to border color
    this one thing is not updating
    have made other changes and they are updating .
    can not figure this out
    have stopped publishing and then started publishing etc
    still not updating the border change – note its just a few cells not all of the cells
