Publisher Theme: Header Image upload problem

  I want to upload my own header image (Publisher theme) which includes the name of my blog. I followed specifications for 1400×450 pixels but it’s only allowing about 1/4 width of the image from the top. In addition if I choose “remove title” from the image, then the header area becomes even smaller. Help!
