Publishing pages

I’m attempting to publish a page, but there seems to be a white banner in front of it with an icon in the lower right that displays ‘Visit Page’ when you hover over it. This banner prevents you from seeing any of the buttons below it that I’m assuming have the button to publish a page because I’ve been unable to find anything besides the blue top bar with ‘My Site’ ‘Reader’ and ‘Write’ followed by a profile icon and the notification icon. I’m able to see the buttons for a split second before the page completely loads and they disappear under the banner. I’m using Google Chrome on a new Dell XPS.

I’ve cleared browser and cache, and I’ve compared the page screen you posted, but mine has a slightly different layout.

This is what my page shows currently. The highlighted areas are where the buttons are and I can only click a few of them over the top of the white banner depicted. I haven’t found a way to move or rearrange anything on the page that will allow me to view what underneath. -
Figured it out!
I had an extension in chrome producing a top bar that was forcing the buttons below this banner. Once I disabled the extension, the button immediately reappeared.
