Publishing posting to multiple blogs

  Hi
  I’m new to the world of WordPress so please forgive general ignorance.

  Have searched for answers to my query elsewhere in the WP Forum and support site but can’t seem to find an answer to what might seem an odd request:

  Setting up a blog that I want to keep primarily private to a closed group of invited users and contributors, but we may wish to showcase particular posts to the wider public.

  Can WP do one of two things:
  1. have post settings made by contributors that default to privately visible to invited subscribers, but that allows an overall administrator to apply a public setting to be viewed by anyone
  2. allow a post that is made to a private blog by contributors to be published to a separate public blog (without manually creating a new post in the second blog and using copy/paste functions) by Admin?
