Can I create and publish a website created with WordPress to a domain hosted with GoDaddy? Does that require a paid WordPress plan? Does the $2.99/mo plan allow me to host multiple websites?

The answers are no, no and no.
WordPress.ORG installs on paid hosting such as Godaddy provides and wordpress.COM hosted sites like http://joebarbone.wordpress.com/ are not the same at all.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/ and know that many people get confused about the two.
There are no monthly upgrade plans at wordpress.COM and our upgrades apply only to sites hosted by wordpress.COM, not to WordPress.ORG software installs.

re: purchasing upgrades
WordPress.com provides free blogs and hosts them free of charge. There are no bandwidth charges. All WordPress.com blogs come with 3000 megabytes (~3 GBs) of space for storing uploaded files and images. Free features are listed here https://en.wordpress.com/features/

There are no monthly payment plans and no bulk deal upgrades. We are billed annually. Also note that purchase orders are not accepted. We must pay for all upgrades in full at the time of purchase.WordPress.com does not accept domain transfers but mapping an existing domain is possible. http://support.wordpress.com/domain-mapping/map-existing-domain/ The domain or mapping of any existing domain URL is included in the pricing for a personal upgrade, a premium and a business upgrade.
Premium upgrades do not include any premium themes which are all individually priced one time upgrades. so it appears that if I want to host my website on GoDaddy but use WordPress to publish it, I need WordPress.org, correct?
