its ‘woocommerce table rate shipping. I purchased an older version then what I need. I was hoping to find a plugin that would allow me to offer local pick up as well as regular shipping and allow me to list the paid shipping as the 1st option (the current woocommerce table rate shipping plugin I am using only has the option to list the local pick up first, if I move it to list it as a 2nd option it just disappears) .. thanks for your help :0)

Just one more thing, are you referring to a wordpress.com site or a self-hosted wordpress.org site.

The plugin you are referring to (WooCommerce Table Rate Shipping) is not sold directly through WordPress.com, but is instead something that you have purchased from WooCommerce.com in this case.
WooCommerce uses a different billing system than we do, so we are not able to assist with your request here in these forums, which are for the support of sites hosted directly on the WordPress.com managed hosting service.
However, you can create a request here to ask Woo staff to cancel/refund your recent purchase: https://woocommerce.com/my-account/create-a-ticket
