Pull Down Menu items to serve as links to outside pages

Using the Twenty Ten theme, I created dependent pages which are accessed through a pulldown menu. Each of those pages has a permalink.
I want links in the pull-down menus to go to offsite pages, not to WordPress pages. I have tried to change the permalinks to direct links, but WP won’t let me do that.
How can I create a pull down menu with links that go off site and open in a new window?

Did you change the order and create the dropdowns by setting page order numbers and parents, or did you do it by creating a custom menu?

I created drop down menus by creating pages that were order under the parent page.
I want the links under the tab “Affiliates” to go directly to those affiliate sites. That way I am not responsible for keeping info about those affiliates up-to-date.

You need to create a custom menu in Appearance > Menus, and add those menu items as custom links instead of pages. For details see this post of mine:

With a little be of trial and error, I figured out how to create a menu with some tabs linking to wordpress pages and some serving a links to outside pages. Two things I cannot seem to figure out.
1) How do I cause those links to offsite pages to open in a new window?
2) When I have two sub menu items under a level one menu item, I would like that level one menu item to be a dead link. In other words, all the sub menu items link to outside pages but the level one menu item display on the menu bar is dead. The WordPress create menu page wont allow me add a link to the menu bar without a URL.
