Im on wordpress.org its telling me how to install plugins it says theres a menu theres no menu! How do I add plugins to my blog?

WordPress.COM users can not use plug-ins. WordPress.COM users are more tightly regulated in terms of advertising, types of blogs, and code we can use.
If you are now talking about a wordpress.ORG blog, then you are in the wrong forum:

Ah okay, thanks anyways I knew I was wrong somehow.

As Tess mentioned above there are advertising restrictions on wordpress.com blogs – no blogger initiated advertising allowedhttp://en.support.wordpress.com/advertising/
Also wordpress.com blogs cannot be used to drive traffic to 3rd party sites
