  I wanted to pay $18 for a specific url and I clicked on the button to do that but I seems to have not worked

  If you purchase a value bundle, it includes domain upgrade at no charge, and you can verify that the domain is linked to your blog in Store -> My Upgrades and Store -> Domains.

  If you were referring to another WordPress.com blog URL, please let me know the domain you were trying to purchase.
