Purchase Domain Name with Free Plan

My current WordPress site falls under the Free plan. I was planning to upgrade to the Personal plan, but I discovered today that the current monthly hosting fee for the Personal plan is now $36 (up from just $4 a couple of months ago!!!). I can’t afford this price increase, so what I’d like to do instead is to stay with the Free plan but purchase a domain name (which is still $19, according to the WordPress site, right?). Frankly, my site is very simple and basic – just posting some “read-only” documents for my HOA – so I really don’t need a bunch of bells and whistles. But it’s critical that the site have its own domain name, along with the ability to password-protect at least one of the site’s pages. So my question is: Can I stay with the Free plan, but also purchase my own domain name? Or would I have to upgrade to a paid hosting plan just in order to get that domain name?

You can absolutely use your custom domain with your WordPress.com site with or without a paid plan. You don’t need a paid plan to have a custom domain here. You only need to upgrade to a paid plan if you need the features of that plan. Here is info on how to purchase a domain without a plan:

Afew minutes ago, I returned to the same pricing link and saw that the prices wre back to what they were a couple of months ago (e.g., $4/mo. for Personal). What’s going on?

It seems you were seeing the pricing in Mexican Pesos. You can see the MX$ symbol just above the price listed in your screenshot.
I see your WordPress.com account has a USD currency. Were you using any VPN or shared computer? That might have triggered our system to believe you were located in Mexico and showed you the pricing in MXN.
In USD, the WordPress.com Personal plan costs $48 per year(it comes down to $4/month) when paid yearly. You can upgrade using the link below:
Once upgraded to the yearly Personal plan, follow the instructions here to register a domain for free.
