Whenever I am purchasing the premium plan it is showing that purchases are disabled.

You can use the link in your dashboard that says: “Purchases are currently disabled. Please contact us to re-enable purchases.”
The relevant team will contact you.In addition, you can send an email directly to billingsupport@wordpress.com if you prefer that.
