Why does word press offer a monthly subscription price but is billed yearly? Does this imply that if after 1 month of use I am unhappy with it, I can cancel my subscription and be reimbursed the remainder of the upfront yearly fee?
My concern is that I will not be able to create the App that I want and may need to cut my losses…

The monthly rate listed for the upgraded plans is new. You are still charged once, for the yearly cost of the plan. I know that is confusing.
If you are are not satisfied with your purchase of an upgraded plan, you have 30 days to request a refund from the time of purchase. You can request a full refund via Manage Purchases.
