Why can’t I make a payment to update to Premium? I tried several times and it shows “Purchases are currently disabled. Please contact us to re-enable purchases.” I tried to contact them twice but no responses until now.

Hi there,
I have received an email today and it said “We reserve the right to limit purchases on WordPress.com sites, so payments will not be allowed for this account. Your site is online, and you may use it on our free plan for as long as you’d like without upgrades.”
I still have no idea about it. I would like to use my own existing domain to build the website on WordPress, it seems that I have to upgrade it. However, I am disabled to make the payment.
Could you help me to figure it out?
