  Hey,

  After some failed transactions attempt through credit cards, WordPress.com disables purchases for some time. I’m not sure about the time period, though. I think it will be disabled for 24 to 48 hours.

  For immediate access to the purchases section, you have to contact WordPress.com team. Here is the support document that will explain to you how to take help from WordPress.com support team: https://en.support.wordpress.com/help-support-options/.
