Purchases are disabled

Several time I try to use debit card to upgrade my plan, they were declined.
When I try to use the Credit Card, there are: Purchases are currently disabled..What’s going on?
I contacted the team by the form provided but nothing happen for minutes..

Sorry you to hear you had trouble with your payment. Your account is active and you should be able to purchase an upgrade without any more errors.
If you are still having trouble, please double-check the information entered, or contact your bank to ensure there is not a temporary block on your payment method.
