Purchases currently disabled

  I have been trying to pay for the upgrade of the site to premium, however, it always says ‘Purchases are currently disabled’. I have tried using paypal and a credit card multiple times but the same notice appears. Another thing is that the credit card that I used was blocked because of an attempt by wpchrg.com to deduct 0.00$. Why was there an attempt to deduct from the card (even if it’s 0$) when it says purchases are disabled? Thanks in advanced for your help.
