Purchases currently disabled, Please contact us to re-enable purchases

Has anyone run into this issue? I had used 2 different cards that didn’t go through so I used my personal debit card that I knew for sure should go though. When I went to purchase, it said payments had been disabled and to contact to re-enable. Of course, there is no way to speak to a live person so I have to submit a ticket and after waiting 30 minutes while researching what else I could do, I finally get an email stating:
“Thanks for reaching out. We reserve the right to limit purchases on WordPress.com sites, however, your site is online and you may use it for free for as long as you’d like without upgrades.”
Now I already have one site up and running. I can’t recall how I got my domain attached last time but in trying to create this second site I have no choice but to upgrade. No big deal. $35 for the year is fine but to be told basically your money is not welcome I just don’t understand. I’ve been with WordPress for years with no complaints or problems until now.
I just want to upgrade my plan and get this new site going. Help
