Purchases Disabled

Hi… I desperately need to upgrade my plan, but 2 debit cards and 1 credit card from 3 different banks always declined. Then I asked for help from third-party services to upgrade my plan but still the transaction was declined.
Now purchases are currently disabled. I report the error 3 times but no response. Please help, thank you.
