  I am purchasing an additional domain name from your company for a new website. T will use it for separate website. Help do i pay $13 or $18?

  The blog I need help with is: (visible only to logged in users)

  If it is a brand new domain, it will be $18. The $13 upgrade is for mapping an existing domain (one that you have registered elsewhere, GoDaddy for example) to your WordPress.com site.
