  I can not purchase any plan why have I encroached or violated any wp law? I want to know

  You already got answered 9 months ago in a previous thread.

  As mentioned, you can reach out to the Billing Team for assistance with this using the link in your dashboard that says: “Purchases are currently disabled. Please contact us to re-enable purchases.”

  You can also send an email directly to billingsupport (at) wordpress (dot) com if you prefer that.
