No. See many previous posts, and this FAQ entry:

The policy on ads still applies even if you buy the CSS upgrade. -
Ads are not allowed because Automattic , already
has adsense on our blogs to help maintain the free
blogging service here at wordpress.com -

For god sake…ads looks trash. I leave blogs with (loads of) ads quickly. It looks cheap, primitive, grabbing; it shows little understanding of design, it tells me a good deal about the one who runs it. Its visual pollution, and me for one will not train my eye to regard it as standard.
The ones who knows, will tell you that best case scenario the ads will pay for a few coffees. And yes, I know it can be done with taste and style. Sort of. I know of one site.
But in this world, with free blogging services, the price of hosting getting cheaper, there is no need for it. Build a blog and a readership. And if it’s really, really, really good, self-host, and cherrypick the ads you want. -
A different approach is available with independent hosting and software from WordPress.org.
If you expect to make money, you’ve got to lay money out. That is the process.
