Putting off-site links on the top header

Hello,
On the top header of my wordpress.com, which is normally reserved for navigation to other pages on my wordpress blog, I need to put links to off-site pages. I know this is possible with plugins, but you can’t install these with wordpress.com.
Is there anyway around this? Does anyone know of a wordpress theme I can use that will allow me to put external links on this top header?
The blog I need help with is: (visible only to logged in users)

Yes ,we know how to do this but the site(s) you wish to link to my not be within the wordpress.com terms of service, and Volunteers are not in a position of interpreting the TOS. So I believe it’s best for you to run those links before Staff and get their okay first. Here’s the link for contacting Staff http://en.support.wordpress.com/contact/

And the site linked to your username isn’t a wp.com blog. If you’re talking about a wp.com blog, you must always link to it when asking questions here.
