Putting pages tabs above the header picture

  Does anyone know how to arrange the layout of the site so that the links you make for your pages ie About, Home, Contact Us etc appear above the header picture? I mean so that if they have a drop down box, the box falls downwards over the picture? Or are there any themes which specifically do this?
