  Hi, if you’re referring to custom themes, you can use them only on self-hosted WordPress sites.

  Here on WordPress.com, you can choose from the available selection of themes and use Custom CSS (provided with a Premium/Business upgrade) to customize your chosen theme, but you can’t upload a new theme from scratch.
