  I want to create a question and answer forum, where someone posts a question, and I’ll answer them right on wordpress. I don’t want the readers to be able to answer them, as a way to control spammy content. How can I do that?

  That would be kind of tough on WordPress.com.

  About those closest you could get would be the P2 theme: http://theme.wordpress.com/themes/p2/

  In the theme’s settings, allow any WordPress.com user to submit a post.

  At Settings -> Discussion require moderation for all comments.
