  Hi.
  We have an idea to create a project like Groupon.

  Inquiry:
  1- Can this be done on wordpress and WooCommerce?
  2- Is there a payment addition among users in the project via the QR Code feature?

  1- When you incorporate an eCommerce plugin like WooCommerce into your WordPress site, you turn the site into an online store. From there, additional plugins can be added to add additional functionality. WooCommerce does have a coupon feature built-in, and there are also additional plugins available that add to that built-in functionality.

  2- Is there an addition to the QR code payment feature among users?

  Yes, there are WooCommerce extensions that can add a QR code to your site. The official extension found in the WooCommerce.com Extension Marketplace is WooCommerce Order Barcodes.
