Quentin header pages?

  Is is possible to put a page in the Quentin template so there is a tab at top (as with a header and tabs) to access categories?

  As far as I know, what you want would require hacking of the html and php theme files and that is not allowed on wordpress.com. You can use the category widget and place it at the top of your sidebar to give your visitors access.
