  No. An upgraded plan would be required to register a custom domain (or transfer/map a domain you already own) with a WordPress.com site.

  Custom domains are always a paid feature,and you can either get one included with of the paid plans or you can also buy a domain from another registrar and transfer or map it to your blog.
