  Is it compulsory to upgrade the site from free to pay plan. And how can I be earning income in the website

  No you can have a free site for as long as you wish. You can’t earn income with a free site though. Ads displayed on a free site help WordPress.com keep free sites free. You’d need a Premium plan to take advantage of WordAds.
