Hi. I’m going to be building a site on mentalimmunityproject.org with a couple of friends. I want to mock up a couple of things using WordPress, and I want my collaborators to be able to log in and work on the site in a week or two. Can I start building the site now on the free package, and decide on a package later? (The site’s going to be hosted on GoDaddy.)

I can see that you purchased a hosting plan to have that site here on WordPress.com. We should clarify that piece of information first if planning to host on GoDaddy.
Yes, you can invite collaborators to work on the site. That can happen at any point in time, and as the admin you can change a user role of a collaborator at any point in time. For example, if you need to upgrade or downgrade their access.
