Yes, a blog page is available on all WordPress.com websites. It is not a separate product. There is no extra charge.
Likewise for most typical website setups.
A blog is the part of the website that contains posts. Most sites with blogs also have other web pages too. This could be something secondary like an About page or Contact page. Sometimes the blog is secondary to other content on the site. One common example of this would be an eCommerce site that uses a blog for content marketing.
