Question about Google Adsense

I understand that WordPress.com blogs are not permitted to use Google Adsense with their blogs, but what if I were to purchase a domain name, then add that domain to my WordPress blog? It wouldn’t be a blahblahblah.wordpress.com URL any more. It would now be http://www.blahblahblah.com. Would that be acceptable to run Google Adsense?

No. If you want adsense, you’ll have to go somewhere else. Domain mapping only makes it appear as if your blog is hosted elsewhere. To quote the support docs:
“Mapped blogs are still subject to our Terms of Service.
Purchasing the Domain Mapping upgrade does NOT give you the permission to use advertising, post any kind of prohibited code, or upload any themes or plugins.”

What if we use the WordPress software on our own server instead of the hosted version on WordPress.com, is the answer to the above question the same?

A blog hosted elsewhere has nothing to do with wordpress.com and therefor you are limited only by the ToS of your host and by the laws. All questions about self-hosted blogs should be posted at wordpress.org/support.
