A domain is included for the first year (as part of the plan cost) but it will renew at the regular price after that.
can I stop after one year ?
Yes, you can choose not to renew the upgrade. We will send an email when it is due for renewal, giving you time to decide.
is there a penalty if you delete your wordpress account ?
No, there is no charge or penalty for this. The only thing to bear in mind is that if upgrades are cancelled outside of the refund period, we won’t be able to issue a refund. But that would apply whether you chose to cancel the upgrade or close your WordPress.com account :)

If you are in the US the price of the Personal plan is $5 per month and it is billed yearly. So it will be around $60 dollars a year. You can set your account to auto renew the plan every year or you can turn that feature off if you no longer wish to pay for the Personal plan after the first year.
If you are talking about some sort of Penalty fee for not renewing after your first year then no. As far as I am aware there is no such thing. But your account will most likely be bumped down to the Free plan.
Also as far as I am aware there is no sort of Penalty fee for deleting your WordPress account. Just keep in mind that this is a permanent process and you will lose whatever content was on your blog.
