Question About Premium Plans

I noticed on the checklist for the plan, premium themes is only checked on business plans. Why is that? If I’m paying for a premium plan, wouldn’t it make sense for me to have access to premium themes? My question is, if I purchase a premium plan, does that mean I still have to pay to use a premium theme? Confused.

No monthly payment plans exist. We all pay the same amount and we make payment in full at the time of purchase.
Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and purchase upgrades at > Dashboard> Store > My Upgrades

You are correct. You have to pay the one time fee of a premium theme unless you have the Business Plan upgrade.

You apply for a refund for the first one and purchase another one or revert to using a free theme.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: If you purchased a domain URL through wordpress.com and wish to keep it to use it on another site then, of course, there will be no refund for that portion of the upgrade.
Note: It takes from 1 – 2 weeks for the refund to be received.
