Question about WordPress.com vs WordPress.org

Hi I’m not sure how creating a website from scratch works exactly. I have a live website currently built on a different CMS and would like to move to WordPress. I have a domain as well as a web hosting service for that website. At this point, I need to create a draft website, like a mock-up of the original website, on WordPress. Now, where should I build this mock-up site, on WordPress.com or .org? While I’m doing this, I have to keep the original website running so I guess this means the domain is unavailable? Also, WordPress.com doesn’t have free plugins unless I upgrade and supports limited themes, correct? Can someone please help me out?
