  I want my wordpress website as Question Answer website just like stackoverflow, quora etc.
  How to do that?
  .
  There are also free plugins available for that like DW plugin but it has not fully customizable options.
  .
  What should i do?

  Then you need to hire a web host and set up a wordpress.ORG software install.

  I’m sorry but if you are reading anything that makes you think that bloggers can install plugins on sites hosted by wordpress.COM, then you are mistaken/misinformed. We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.

  There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability is provided on wordpress.COM hosted sites for security and stability reasons. No upgrade changes that reality. Here at wordpress.COM we have built-in plugins. https://en.support.wordpress.com/plugins/
