What is the ages to make a blog?

This question will have to officially be answered by a WordPress.com moderator, but my understanding is this:
Any website that requires acknowledgement and acceptance of any sort of terms of use would require (in the U.S.) that the user be 18 years old. This is, of course, because of the binding nature of contracts in the law and how it applies to minors.
Additionally any purchases would also need to be “officially” made by someone over the age of 18 for the same reasons.That being said, it is generally acceptable for minors (of all ages) to engage in productive activities that require the user be 18+ (such as creating a personal website or making purchases) as long as they are supervised by their parent/guardian.
Be aware, however, that WordPress.com allows mature content and does not require it’s users to provide a warning nor are there (to my knowledge) any parental control features that would allow filtering out such content. You can read about that here:
https://en.support.wordpress.com/mature-content/Personally, I think it’s fantastic that a parent would encourage their young one to be creative in this way and I hope they stick with it. It could be an amazing outlet and/or learning experience for them and I hope that it works out that way for you.
