Question on Domains

  Is there a way to claim a domain that is used but is basically abandoned? The domain I want is https://thediplomat.wordpress.com which currently belongs to a WordPress blog someone started 12 years ago and never used. Is there a way to obtain this domain?

  I don’t own the site, it belongs to a totally random person. So I just wanted to see if there was a way to claim this domain which no one has really used in twelve years.
