  I don’t understand the $18 amount. It said, ‘make my personal information private.’ $8. So why do I see $18? (email visible only to moderators and staff)

  where’s the submit button?

  $18 is for the custom domain and to map the domain to your blog. The $8 extra is to hide your personal domain registration info like phone number and address, otherwise it can be found.
