Question on plugins

On my website, there are quite a few plugins that I do not think that I added, such as Akismet, CrowdSignal Forms, CrowdSignal Polls and Ratings, Gravatar-Enhanced, Gutenberg, Layout Grid, and Page Optimize. I do not think that I am using these. Can I delete them? If I leave them on the website, will they slow it down?
Also, some of these appear to have monthly or annual charges. Will I have to pay that once my website is live? I have a business account, so maybe these are free with a business account? I don’t know. But I don’t remember adding any of those.
There are a few others like Akismet that I know that I need to leave on.

Some of the plugins pre-installed plugins(Akismet or Jetpack) are required on WordPress.com, so they can’t be turned off, however, the rest should only help in the process of building and managing your website more effectively. If the “deactivate” button is present on the Installed plugins section, then you can deactivate the ones you don’t want.
They are also free plugins, so there won’t be any additional charges.
