  I would like to know if you can access multiple websites you create when upgrading

  You can create as many sites as you want on your WordPress.com account, but each website will have its own plan. If you upgrade one site to WordPress.com Business, those features will be enabled on that site only. If you create another site, you can choose another plan for the new site.

  You can choose the most suitable WordPress.com plan for your site from here: https://wordpress.com/pricing – So they don’t all have to be on the Business plan unless you need the same set of features across all of your sites.
