Your followers can sign up to get any new post notifications through their WordPress.com account or in their email as part of the subscriber block.
While WordPress.com itself does not include specific mass mailing tools, a number of integrations and plugins exist to help with large-scale email campaigns. For WordPress.com users, we offer several plugins to support your email-related needs such as MailChimp and Constant Contact.
