Exactly what do you mean by “adjust”?
The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multi user software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes

Mapping an existing domain is not done free of charge. You need to select a plan and purchase an upgrade to map to an existing domain. http://support.wordpress.com/domain-mapping/map-existing-domain/
re: purchasing upgrades
WordPress.com provides free blogs and hosts them free of charge. There are no bandwidth charges. All WordPress.com blogs come with 3000 megabytes (~3 GBs) of space for storing uploaded files and images. Free features are listed here https://en.wordpress.com/features/

Premium upgrades do not include any premium themes which are all individually priced one time upgrades. You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. That’s not possible on any wordpress.COM hosted site, regardless of upgrades.
There is no FTP access https://en.support.wordpress.com/ftp-access/ to any wordpress.com sites. You cannot install any plugins into any site hosted by wordpress.COM.
WordPress.com sites have some built in plugins http://en.support.wordpress.com/plugins/. However, if you are reading anything that makes you think that we bloggers can install plugins, advertising, custom themes or third party themes on sites hosted by wordpress.COM, then you are mistaken/misinformed. We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
