If you wish to have a custom domain (e.g. http://www.example.com), an upgraded plan is required to allow you to either register a new domain or transfer/map it to your WordPress.com site.

https://wordpress.com/pricing/Regarding the WordPress theme, if you purchased it elsewhere and need to upload to WordPress.com sites, then you need a Business Plan upgrade in order to do that.
