  Where is WordPress information on awards such as the Versatile Blogger Award? I assume the images are there?
  Second, how does one permanently put the images of the awards into the side column of the blog?

  Awards are memes ie. schemes by which we express appreciation for other bloggers that are aimed at acgieveing 2 things (1) increasing traffic (2) getting backlinks. The award you are asking about is not generated by WordPress.com and the rules of the meme are actually a WordPress.com issue. To comprehend what mees are about you can read > Memes, Friends and Backlinks

  (1) If you wish to praticipate in the meme then you follow the rules that are provided with the award by the blogger who chose to give your blog the award.

  (2) We can post any image in the sidebar of a WordPress.com blog or in the footer areas when provided depending on the theme by using either an image widget or a text widget.
