Only themes that are found here https://wordpress.com/themes/ can be used on wordpress.COM hosted sites. No premium themes are included in the Premium upgrade. They are all individually priced. https://en.support.wordpress.com/premium-themes/

You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and purchase upgrades at > Dashboard> Store > My Upgrades

Aometimes blogger thingk that purchasing the upgrade bundle will allow them to install plugins and third party themes or custom themes. That is not so.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. We cannot install any custom or third party themes either.
For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
