questions about upgrading theme

    Hello,
    I currently have a website through wordpress. I am considering upgrading to another theme (possibly Restaurant, Radiate, or Canape) and transferring the content from the old site. I have a few questions:

    1. Can I keep the old site alive as I work on the new site, and then change the domain? I want to keep the website name the same for each site. How does this transfer work?
    2. When do costs begin accruing for the new site? Such as, when I purchase it to begin working on it, or when it goes live?
